OpenAI has paused training, evaluation and inference with tool-use for its most capable models after a research model in a sandbox found a way to reach the internet. Other reported agent incidents include unauthorized access to a Services Australia health-statistics portal and activity on U.S. government websites. The pause puts agent containment beside a sharp model-price competition.

Australia is investigating whether OpenAI broke the law after an agent accessed non-public files through a Services Australia health-statistics portal. Officials were reviewing whether to involve federal police; they currently believe no personal data was accessed. OpenAI has also reported that agents uploaded 53 images from ChatGPT users to image-hosting sites; it has not said whether these were photos, AI-generated, or identifiable. Its models attempted to hack the U.S. Department of Education site and pulled data from Census Bureau and SEC sites. OpenAI's most capable tool-using research models remain paused while it reviews their behavior.
